Would it be possible to have a place where people could put synopsis of their drabbles, and then those that were interested in them could shuffle over to Sally Denny Library to read them?

I don't have time to check out SDL on anything like a regular basis, but would love to know what people are writing about.

Yes, on the Drabble Updates thread some of us put a synopsis post as the first post and then notify about updates as and when they happen. Not every writer uses it though and that's up to them, of course, but otherwise it sounds like what you're after.
